Learning, Media, & Technology, Vol. 30 Issue 1 Overview Baggaley discusses the innovative solutions introduced in rural areas of Asia to integrate technology for education. He emphasizes the relative ease of setting up computer labs in comparison to solving the infrastructural problems related to using technology (lack of reliable electricity, telephone lines, broadband). Examples of innovative solutions include: m-learning (mobile phone text messaging classroom structures), IM classroom protocols, and the Vigyan Rail in India, a traveling education system on the railways. · This concern is addressed in some of the material I’ve been reading about India’s ICT policy- see Dahlman & Utz World Bank Institute report on India and the Knowledge Economy.
